No you don't need a kennel license to have 4 pets. You should, however, make sure that you're not going over the city or county limit in your area by having 3 cats and a dog. When my friend bought her house, the city told her that she could have up to 2 dogs and 2 cats, but not 3 dogs and 1 cat or vica versa. Chances are you won't get caught with having more animals than you're supposed to, but you never know who might feel like reporting you so I would check it out.

I can't imagine why you would need a license, I have more animals than that and no problem.

What you had better do, however, is make sure you get a grown dog from a shelter who is used to cats or you could have mayhem and murder going on.

It depends on your city and what they've decided the limit is. Call any vet to ask, or call your city clerk (they'll be listed in the phone book under government offices for the city). Animal control would know as well.
