I wouldn't, in the first place HGTV is what my wife watches and she thinks that after 47 years in the business she knows more then me.
These are a bunch of non professionals that worry more about their looks and gags, funny metaphors, then doing a professional job.

If you put ceramic over veneer you looking for trouble down the line. I would peel the veneer off or at least put a 1/2 inch plywood over it and then seal the wood with a good tile sealer for the basic mortar, then use a good bonding.

I took my yukky vanity top to a formica guy and he re-did it for about $50. A new $40 sink makes it a whole new room.

Do you have the "ability" to tile the vanity? It's more precise than you think, and mosaics are not all you think they might be. Either you'll get the old fashioned mosaics, or the really new expensive ones.. you don't have the $$ for a new one -- that's what you said.

Hope this helps.

Sure you can- simply sand the veneer to rough it up, put on your mastick and tile away. Always looks good! But to reiterate what the other person said- make sure the wood is good underneath the veneer- Have done this to a kichen before at my mom's and it still looks good today!

you can place tile over veneer, however remember the til;e is heavier for total weight and the wood material beneath the veneer must be thick enough to hold or support the new weight after applying........go for it !!!!!
