There are so many reasons this could be happening. Make sure they are getting a good tropical fish food. Do partial water changes. Check Nitrite AND Nitrate levels. It sound like a water quality issue. Neon's like soft water, guppies like somewhat hard water. Do a partial water change, add some black water extract or put some aquarium peat in your filter media compartment. Good luck.

It also depends on what type of light you have. Most light fixtures come with a standard "white light" which only gives off UVA rays. If you buy a full spectrum light or plant or grow light as they are called it will have full spectrum rays which may make your fish brighter because of the vitamins the light gives off. Also, trying feeding them a variety of different food such as brine shrimp, blood worms..etc A well balanced diet will make fish healthy and brighter looking in general.

Lighting and food quality are the next factors I'd look at if the water tests fine. Too many water chemicals can make fish ill. Like if you were attempting to balance the ph with chemicals. Any other symptoms like listlessness or curved spines?

Do you have a light? Are you putting the light on enough? (about 4-5 hours a day is enough) You can also buy colour enhancing food.
