There are *loads* of ways that picture frames could be "decorated." They could range from really simple, to high class "art."

I did it myself before. There a few ways you can consider.
One method is to seashells. If you are staying near a beach or you can go to a beach easily, go and pick some seashell. What you need to do is, buy a tube of superglue or any other glue from an art shop. Apply some glue at the edges of the shell and stick it to the frame. Where to stick it? Depends on your creativity! Usually, what you can start off is to choose a corner. For example, let choose a top-right corner. Paste a cluster of shells at that top-right corner. Take a good look and if you like it, then it is done. There is no right or wrong when come to creativity. Start experimenting.
As an extension to this method, you can use other artifacts that is free. That is, instead of using sea shell, you can use pebbles, stones, dry twigs, or even dry leaves. You can get good results if you care to try them.

Don't know of any website devoted to decorating frames, but I have a favorite to do with the frames. Select a frame that is flat on top, not rounded. Next get a can of grout, like you use in the bathroom; cover the front and sides of the frame freely with the grout....then take old buttons, in a color scheme like red, white and blue, or whatever colors you like and press into the grout.....leaving a bit of space between buttons.....and when its done, if you want to, you can tea-dye the grout to make it look old, by simply taking a brush dipped into strong tea, brush it over the frame, and yahoo....you have an antiqued button frame....this is neat with all white buttons, too...Have Fun!!

I use decorated paper napkins.
Cut out the pictures from the paper napkins.
Place the cut out pieces of napkin around the frame.
Using a paint brush, spread glue over the napkins until the frame is completely covered with decorated napkins.

Go to your local craft store and get paper mache glue. It is really inexpensive and you can glue magazine clippings, pictures, or anything else you can think of to the frame. It is fun to explore what themes you can come up with and it is unique. I would also suggest going and getting a bunch of puff paint, they are about 88 cents a bottle and go to town. You can write words draw pictures or put captions on the frame to suit your photograph.

my favorite is fast and easy. Buy scrapbook paper and cut it into the shape of the frame. Affix it to the frame using spray on adhesive, smoothing carefully with a popsicle stick. Take sandpaper and carefully file down the paper edge. You can add ribbons, buttons, flowers as embellishments. I hope this helps
