while at the city pool i went scuba diving and found a shark in the pool, i slayed the shark and saved many innocent lives (it was an aggressive bull shark in the heat of mating season) yet the city only rewarded me with a measley sum of $250.00, i want to know what i should do to get revenge for the miniscule reward?

One shark? One lousy shark and you want rewards already? Didn't you read the sign? The first 4 sharks are $250 each. The 5th to 8th sharks are $500 ea. From 8 to 15, they pay $750. All sharks after that are $1,000 each, with a $5,000 bonus paid each 25 sharks.

You my friend are a hero. Reminds me the time when i was stationed in Iraq and i captured Osama Bin Laden, only to find out days later that he escaped due to some Government goof-ups.
If i were you i would release some aligators in that pool, or maybe a few chocolate floaters instead. That will get even.
