You didn't mention what part of CA you are in but in Northern CA/Bay Area there are a lot of places that have it.
It may be more of a hunan style dish. Some of the restaurants are "szechuan style" vs. "hunan style".

broccoli beef is by far the more popular option here but I know many Chinese restaurants where any meat can be substituted in a dish.

same reason I can't get a single spinach dish at a chinese restaurant in FL. they don't understand what I'm asking for. i can get this at any chinese joint in CA. I decided to move.

Because sesame goes with chicken and broccoli goes with beef. So out here you may have sesame chicken or broccoli beef or you may have both, but we don't have broccoli chicken.

Make sure the restaurant you go to isn't vegan, because you won't get any chicken there. Maybe it's some sort of misunderstanding. Seems to me they should serve that. We have it up here in Washington.
I live in WA State, and California is a weird-*** place. I hate it, so I stay up here. . . .
