You may want to visit Prosper.com. This is the eBay for money where people lend money to other people. This is not a payday loan shark site or a bank. This site has plenty of free information and has been published in magazines as well as being featured on national TV newscasts. You would have up to 3 years to pay back. $25,000 is the maximum that you can borrow. You chances of being funded are good if you have a regular job, a decent credit score and request a lower amount of money to borrow.

Depends on what your credit history and income and debts are, and what you have for collateral.

With good credit, reliable income and not too much other debt, if you wanted to buy a car which would be collateral, you'd probably get the loan. If your credit rating is spotty, you have lots of debt, and you want to use it to pay off other debt or for a vacation, not likely even if your income is solid.
