Do you mean where does the next queen bee come from? Tthe worker bees feed royal jelly to regular bees larvae so that several can become queen bees. After those bees are mature they could either leave to form new hives or kill off the other queen bees and take over the original hive.

Do you mean how do they make the next generation of female worker bees. They are impregnated by male drones and can hold a load of sperm internally to make fertile eggs by the thousands.

Once each a year, the bee workers prepare a few special and larger cells. The queen put an egg inside, and the workers prepare a special diet (royal jelly) for the larva to be a new queen. Just before the new queen get out of their cell, the old queen leaves the beehive or nest, with many thousand workers.
Then the new queen leaves the cell, and usually kills the other new queens. After some days, the new queen leave the hive too but alone. In this time, many drones were flying and looking for a queen. The matting happens while the queen and a drone are flying. After this unique-in-the-life matting, the queen go back to the hive and only in the next year would leave the hive as her mother did a year before.
The drones now are not useful and will be killed by the workers.
Note that the queen lives five years, and she uses the sperm from only one drone to reproduce some million workers and about ten queens.

They are *created* by other worker bees from regular bee larva. The workers, when they sense that the hive has lost a queen, will feed "royal jelly" to a normal bee larva, which turns it into a Queen. If there *is* a queen in the hive, or one is introduced, they will fight to the death until one queen remains.
