I bough on item from ebay on Aug. 22 and it's now Aug. 25 and I have not yet received any email from the seller regarding whether they recieved the payment. I want to know if it takes longer for PayPal payments to reach international sellers like the ones in the UK?

It should be an immediate credit to their account. You should have gotten a notice from PayPal stating that your payment had been sent.
Unfortunately, many ebayers are not the best business people and they do not stop to think about common courtesies like informing the customer of receipt of payment or thanking them.
You can email the seller from the eBay item listing that you won, and let them know that you just wanted to double check if they got their payment or not, and if there was a problem that you are willing to help in any way that you can.
First, check your account history with PayPal and make sure that everything got sent off in a timely manner. If not, then your issue is with PayPal. Good luck.

I believe it is instantaneous no matter which country.
Just write and ask.
