Carefully pull off spider web from a wall or garden and gently glue it on a peice of paper......and there you are with a 'web-page'.
Seriously speaking, you can do it yourself for free. You can design a basic webpage using HTML language, full guide are available on the internet. You can download or buy 'dreamweaver' and can use different icons or read help file to put some animations on and it automatically adds the code to .html file.

1. DO NOT go for any "free" web hosting: you will never be in control, you will have adverts you don't want, and to the visitor of your site, you look "very cheap and incompetent"...
2. Buy a DOMAIN name (from 15$ a year, cheap enough!)
3. Rent a SERVER (a machine where you load your domain). You can get a nice server from 50 to 100$ a year.
4. Make sure it is UNIX/apache based (NOT-Definitively NOT Windows: the costs will rise every time you try to do something, and many functions won't work)
5. Make sure they provide PhP5 and MySQL as standard.
6. Download a small FTP program (usually free), to transfer your files to the server.
7. Using NOTEPAD (and NOT, definitively NOT, any front end program or web editors such as Dreamweaver [$$$!] ), write your HTML, php and mysql code. This is free.
8. If you do e-commerce, do NOT use any of-the-shelf code such as Miva, Ruby-on-rails or Drumxx ($$$$): write your code yourself.
9. Now the good bit: to write your code, learn the right method from day one: go to w3schools.com and do the examples in HTML. You will learn the basics in a few days.
Go next to javascript, next to PhP, next to MySQL.
In a few weeks, you will be proficient.

Most ISP's provide free web space. If you're using Comcast or Verizon you've already got 20 or so megs of free space to make a web site.
If you have a business you want a domain name. You don't want your business website to look like it's cheap or free, even if it is.
Try 1and1.com for a domain name and web hosting. I made a site for a local deli, and it's only 3 bucks a month.

If you use free webpages you tend to get adverts on your page. If you dont want that, then I suggest buying a domain name and hosting - it can be very inexpensive. I use domemain.com and they have a good web builder too.

Try this site, The hosting is very in-expensive and the service is great, I host my own site with it. They have 300 GB of Space and 3 TB of Bandwidth. Plus ALOT of e-Mail Accounts.

I use iWeb & a .Mac account. If you have a Mac, then .Mac is only $99.99 a year, & well worth it! So easy to use & very good output.
