[Assuming the first two terms are both in the numerator]

1. Do each of the two terms separately:

3x^2/9x = (1/3)x.

6x^3/9x = (2/3)x^2.

2. Add them, and factor out (1/3)x:

(1/3)x*[1+2x].

First lets clean up the division.
The x denomintor cancels with one x of the x^3 to give x^2
So now we have
3x^2 + 6x^2/9
Now both are x^2 so we can separate that common factor.
x^2(3+6/9) = 3 2/3 x^2

(3x^2) + (6x^3) / (9x)
= 3x^2 + (2/3)x^2
= (3 + 2/3)x^2
= (11/2)x^2

= 3x^2 + (2/3)x^2
= (11/3)x^2
