I have to block the water coming off a county bike path from pouring into our house. I'm not sure who is the most capable business to call. We have hit a dead end with trying to get help from the county or town, so we want to take it into our own hands, but we want to do it right.

The best thing to do is contact a licensed general contractor if the wall is LESS THAN 6' HIGH. Look in the Yellow Pages under "Contractors". If the wall needs to be higher than 6', then you should have it designed by a licensed professional engineer and then built by a licensed contractor.

Funny you should ask - I just had two retaining walls built last week.

The guy I found was actually building a retaining wall down the street. I stopped and talked to him, he bid the job (very reasonable) and finished it quickly.

So, the best person for you is the local guy who has done your neighbors' places. You can check http://www.angieslist.com for recommendations where you live. Also, ask at the local hardware store and local lumber yard. They'll know the right guy.

Consult a landscape company in your area. They build them and in some cases design them. They can put you in touch with a landscape architect.
