I know in my local malls you are not allowed to wear them anyone. I mean next there going to have us in uniforms. If people can't wear hoods, there wear bags or duck tape like the recent story of the guy duck taping his face to rob a store.

What a crazy idea. Are gloves next (to cause finger prints)?

Here's an idea: allow people to freely carry concealed weapons and watch violent crime nose dive like it does everywhere when said is done.
