You could take the #108 Paradise >the #109 Maryland Pkwy South bus goes to the SSTT where you can transfer to the Deuce>The #109 bus stops at McCarran every 12 minutes the #108 stops every 20 minutes
CAT- $2.50 for 24hr pass
Deuce - $5 for 24hr pass
They are interchangeable - If you buy a 24hr CAT pass they will charge you an extra .50c if you ride the Deuce then give you another 24hr pass.

The Citizen Area Transit (CAT) System does serve the airport with two routes. Route #108 runs every half an hour and can take you directly to within one block of the Stratosphere Hotel. Alternately, you can take the #109 Maryland Parkway bus southbound from the airport to the South Strip Transit Terminal and transfer to the Strip route ("the Deuce") which will drop you off across the street from the Stratosphere. Both the Route #109 and the Strip Route run every ten minutes. You can find the bus stop on the "O" level of McCarran Airport and is reachable by elevator from the baggage level.
There are a total of 51 transit routes in the CAT system. The good people at the South Strip Transit Terminal can help you with maps and fare information. I would suggest buying a 24-hour pass for $5, since the fare for the Strip route is $2 all by itself.

The CAT bus system DOES service the airport. There are two routes that pass through the airport and they run 24 hours a day. You do have to make one transfer to get to the Stratosphere. The CAT system is fairly easy to use and very inexpensive compared to taxis. I've included a link below to the CAT website.
The person that said a taxi to "any" hotel on the strip should never cost more than $10 is incorrect. A taxi should not cost too much, but traffic and construction do come into play. Also the strip is very long and the Stratosphere is at the farthest point north of the airport on the strip. A taxi ride to the MGM or Luxor is going to be a lot more inexpensive than going to the Stratosphere or the Sahara hotel.

Las Vegas has A LOT of Public Transportation. I know that at the Airport you can rent-a-car, ride in a taxi, or shuttle buses and they will take you to the Stratosphere. I'm not sure how much they are, but you could always call the Airport and ask them! I live in Las Vegas, so believe me, you don't have to worry about finding Public Transportation here! LOL! It's everywhere!

Taxi would be the best way. I haven't taken any of the buses there but the taxi drivers know the short cuts and best routes to get around all that awful traffic on the strip. The Monorail doesn't go to the stratosphere or the airport but it is a good way to get around the strip.

Just got back from Vegas and to answer
your question : Yes, Vegas has public transportation.
Mostly , taxis..
If you arrive by plane make sure that the taxi driver
does NOT use the tunnel.. Tell him not to use the tunnel..
It's your right not to use the tunnel.
If push comes to shove , tell him that you are afraid
of tunnels...It works!
He / She should charge you $ 10 and no more to any hotel
on the Strip. That is, even if there is construction
going on..
If he does, PLEASE make sure you get his tag number
that is located on his dash board.
As soon as you get to your hotel , call the taxi company
and tell them and you will receive up to $ 80 CASH
for turning him in!
We did! It works every time!!
Other types of transportation are buses & hotel shuttles.

The CAT (Citizen Area Transit) is the bus system. No, they do not service the airport. It is possible to get a Hotel Shuttle (ask the hotel before you travel). There are also taxis and Airport shuttles. I am unsure of costs. The Hotel shuttle would be free.

Yes but it is not dependable. Also the people I work with that use it have told me horror stories.
Hopefully you have a license and can rent a car.
