why not just read the book? (or whatever was provided on the subject you're studying)... I'm sure the answer is in the text somewhere..... it usually is.

In the U.S. there isn't such a term. No one holds ultimate authority. Even though many people are mistaken and consider our country a democracy... we aren't... we are a Republic. In a Republic we are a nation of laws but even the people can't overturn the Constitution unless we have another revolution. Jefferson thought a revolution every now and then was a good thing.
To answer your question though... a Dictator holds ultimate authority.

To answer your 2nd question..."The government" means "The U.S. government"?
If so then the anwer should be the Constitution but in recent years the Supreme Court has usurped the right of the people to be ruled under the Constitution and have tried to become a ruling entity unto themselves.
