Who was the veteran (real vet or actor?) in the wheelchair at the end of Doctor Who, family of blood?

Based on plot, it was supposed to be Tim Latimer. Is that the real name of a WW1 vet? The person looked familiar? Is he an actor or has he appeared on other shows to talk about the war?

Well according to the cast list for the show Tim Latimer was played by Thomas Sangster who has appeared in a number of films including Nanny McPhee and Love Actually. This is also the 3rd Doctor Who episode he has been in.
