download the SysInternals program called whois. that will tell you the ISP that owns a given IP address

The fastest method:
Goto http://www.speakeasy.net/speedtest/ this is an internet speed checker but the main page will display your IP address. Now goto http://tools.whois.net/index.php?fuseaction=whois.whoisbyip and plug in your IP address. This will display your ISP's network info.

The long way:
Click Start, Run.
Type Command, press .
Type "ipconfig /all" (without the quotes).

You'll see the a bunch of info come up. Look for the line: Connection specific dns suffix: ___________
If that doesn't make it clear, look at the digits next to the DNS servers. They are called IP addresses and look something like 68.2.16.25.

Now goto http://tools.whois.net/whoisbyip and type in the IP address you found using the above steps.

This isn't 100% foolproof but if you're using DHCP, your DNS addresses will be received from your provider's server and these steps should yield fairly accurate info.
