It's about a 20 dollar difference at a store like Staples...
There isn't really a big difference except the TI84+ has faster speed(I think it's called ROM) and I think the USB connector is supplied whereas you'd have to buy it seperately for the TI83+.
I had the TI83 silver and TI84.

Hi,
The major difference between the TI-84 and the TI-83 Plus is that the TI-84 has more memory, operates at a faster clock speed (about 2.5 times), and has more applications loaded. Frankly, you might not notice the speed unless you're a gamer or running some long programs. But you should bear in mind that the TI-83 Plus probably won't be produced much longer. Although the TI-84 has more applications loaded, you can download some of these free for the TI-83 Plus.
There are also some of new statistics functions is the TI-84 Plus and Silver Edition. These are as follows: Manual Fit under the STAT>Calc menu; X2 GOF-Test (X 2 means Chi-squared); and InvT under DISTR. Frankly, I’m especially glad to see the InvT because I had to write a program for the TI-83 Plus to do that, but many students don’t have it. The TI-84 also has a clock, and the TI-83 Plus doesn’t if that’s important to you. There are also several Catalog items that may or may not have importance to you. Here’s a list that I got somewhere, but I’ve never really checked it out completely: χ²GOF-Test , checkTmr , ClockOff and ClockOn , dayOfWk , ExecLib, getDate, getDtFmt, getDtStr, getTime, getTmFmt, getTmStr, invT , isClockOn , LinRegTInt, Manual-Fit, OpenLib, setDate, setDtFmt, setTime, setTmFmt , startTmr , timeCnv. Many of these are used in programs.
If you're into games or you plan to use your calculator for many years, and if you're not on a tight budget, you might want to go with the TI-84. Some schools that I know of, including ours, are migrating to the TI-84 Plus regular or Silver Edition, but you wouldn’t notice the difference with a TI-83 Plus, except, MAYBE, in a statistics class. As to price, they vary all over the place, depending on where you live. Check your Sunday newspaper supplement. Be sure to include such places as Office Depot, Office Max, Staples, and Wal-Mart.

If you are looking for a good calculator, get the TI-89. It is the best calc you can get. Byt is you are looking at the TI-83 or the TI-84, then get the TI-83. It is the same as the other one. They do the same things. But make sure the TI-83 is a TI-83 PLUS

i just bought the ti 84 plus silver edition. it was $110. the regular ti84plus was $100(reduced from 105) and the ti 83 plus was 80(reduced from 100) these are the target prices. plus if you want a pink one you have to buy the faceplate too. im not sure how much that cost. i think if you want a removable faceplate you have to get the silver ed. and there are some other differences(more memory, etc) in 5 years? probably like 20 bucks, maybe like 50 if theyre still in good shape

In my school, we had the same exact thing where we needed to buy a TI83 plus when we started Math A. Everyone came in the first day asking the teacher if the TI84 was alright, because staples was recommending the TI84 over the TI83. The teacher was actually happier that people got the 84 because it was faster. Otherwise, its the same layout and the kids who had the older TI83, didn't lag behind at all.

I don't think there are any functions the ti-84 does that the ti-83 can't. If you want to be able to do calculus and solve equations, then upgrade to a ti-89.
