well..... sometimes fish heal themselves..... but it is rare. I'm sorry to say...... problly. Sorry! But what you can do is get a new fish that looks just like the other one (without the torn fin) and name it the same as the other fish. then you can pretend its the same fish ..... that it just got better. Sorry bout ur fish

How are you keeping this betta - in a tank or a bowl?
Torn fins and red streaks are signs of ammonia poisoning, so I'm thinking he might be in a bowl (or at least without a filter) and may not be getting the water changed often enough. Loss of appetite is another synptom of this.
Despite the way most pet stores keep their bettas, they do far better if given at least a 2.5 gallon tank with a filter and a heater (they need water temperatures of 76-86o to thrive). If kept in a bowl, or unfiltered tank, you won't build up enough bacteria to remove the ammonia they produce as a part of their wastes unless you're doing a 100% water change about every other day.
I'd try another water change as soon a possible.

Luckily, fish's fins do not have blood running through them, so the red you are seeing isn't blood. Unless it was a tear all the way to his body, it is more likely finrot. Finrot occurs when the water is too dirty. In an unfiltered tank or bowl, the water should be cleaned twice a week. In filtered tanks, it should be cleaned weekly. To help your Betta, get him a real tank (2 gallons for $15 at Walmart) with a heater and filter. Add a tea spoon of aquarium salt to the water to kill the bacteria and turn the heater to 80 degrees (keep it at this temperature as well, it is healthier for them). The salt will boost his immune system as will the heat. To prevent this from occurring again, you need to stay on top of your maintenance. Email me if you have any questions.

Put some aquarium salt in there and buy a product called Betta fix which treats a wide variety of bacterial and fungus infections and will aid in rapid regrowth of fins. The aquarium salt will aid in disease recovery. If you cant find bettafix try melafix. try some blood worms to get your Betta fish to start eating again.

Well he can die from so much blood loss...and if he hasnt eaten anything then most likely he is either feeling sick or he doesnt like the food provided for him...maybe you can go to a petco and ask an associate about your betta im terribly sorry for your betta well good luck hope your betta makes it.

put some melafix medication in, it heals bad fins and make sure the water is clean is he in with any other fish? if he is maybe they are fin nipping? but like i said put some medication in, keep the water clean and thats all you can do for now. hopefully he will recover. and if hes eating then thats a good sign. hope that helps :-)

Tettra-Min has a protein you can add to your fishes water that will help the wound to heal. I raise betta myself. The protien cost about $4 at Petsmart

Yes if you dont treat his tank to something like maroxy he can get an ifection. But before you do that add some NON- idoized salt i repeat NON.. NON NON NO lol .
