Why does everyone forget that, despite dog-fighting and racketeering, the guy is just not that good of a QB.
He is an athletic guy who can makes plays with his feet, but his decision making in the pocket sucks, and he'll never be able to assume a position of leadership for any team, after the hit his reputation has taken.

If Vick comes back it will not be at quarterback. The Raiders might pick him up as a punt returner or kick returner. He wasn't that good of a QB anyway. If he takes a year or two off from practice, he'll QB skills won't make it in the NFL.

I can't see any team wanting to take the public relations damage even if he is eligible to play and his skills remain intact after doing time. As a convicted felon he would have difficulty travelling outside the US, so the CFL is probably out too. His brother is currently a draft pick of the Hamilton Tiger-Cats.

He should never return to the NFL. Kids look to their stars as role models. Vick cannot overcome what he did.
Dog fighters are often involved in the sale and possession of drugs, as well as illegal weapons. The weapons are present due to the large amount of cash present for betting upon the matches.
Dog fighters and spectators have a history of violent and criminal behavior towards people.
Dog fighting is another entertainment activity for gangs.
It is not uncommon for dog fighters or spectators to involve their children in dog fighting. Research shows that young children who view this type of violence have a greater acceptance of aggressive attitudes and behavior. These children are taught to believe that it's ok to inflict the cruelties they observe and that dog fighting is an acceptable practice.
The dogs that are used for fighting have been selectively bred for animal aggression. Their presence in the community increases the risk of attacks on other animals and also people.
Unfortunately they train them on small dogs and cats to fight. Many times they steal them out of yards when people leave their pets out unattended all day. They end up as Pit Bull bait dogs. Also "free-to-good-home" animals can also end up for bait dogs. They'll tape the bait dog's mouth shut and just let the Pit kill them.

He ain't coming back.
Get used to it. Get over it.
By lying to the Commish, and then admitted he financed a gambling ring, he just set himself up for a life time ban. And before people cry race, maybe ya'll have heard of a white dude named Pete Rose?
Goodell is just waiting for all the facts, all the I's to be dotted, and the T's crossed, and then Mr. Wonderful will be looking to a post prison career at McDonalds.

I seriously doubt he'll be back. And if he does what team would want a 32 year old so-so QB who has not played the last few years? His career is done in the NFL.

Nobody picks him up...because the commissioner won't let him back in after being LIED to DIRECTLY TO HIS FACE...and anyway, no team will want him...except a very desperate one, such as the Raiders or Texans...They will be his only hope in the NFL...
