You cannot move out until your 18th birthday. Until you are 18, you are a minor and you are unable to legally enter into contracts. Contracts include apartment and auto rental agreements, medical services agreements, bank account agreements, etc.

You could become "emancipated" - meaning you could be legally treated as if you are an adult. However, that is a long and expensive process.

You could file to becoe emanicipated (meaning that your parents could not continue to have legal control over you), but if you're 17, you might just want to ride it out, unless there's something very serious going on your home that makes staying there intolerable. Unless you can demonstrate to the court you can or are taking care of yourself, your petition will not be granted.

Since you are still a minor, they are responsible for what you do. This is what gives them the right to prevent you from doing this. If you could find someone to accept responsibility for you (and your actions) you may be able to move out.
