... can be planted on a small boulevard ? I am in southern Ontario... and have an annoying neighbour that won't stop cutting my boulevard down to the dirt. I want to plant something there that I can put a low edging around. The plants would need to be perennial.

perhaps Ajuga or Vinca Minor??

I use vinca all over my property. It does well in shade to full sun and tolerates dryness once established. Some varieties are evergreen. Vinca usually does well in Zones 4-9, so you might want to check this first!

2. I also use liriope (lilyturf, mondo grass, monkey grass, whatever you want to call it!) all over my property. http://www.hsv-life.com/house/landscape/Liriope_(Big_Blue)_2001-07-01.jpg. The dwarf varieties look like this(http://www.corneliusnurseries.com/WeeklySpecials/Newsletter/MondoSuperDwarf.JPG). Most liriope does well in Zones 4-10.

Both these plants are perennials, may be evergreen, spread, and tolerate dryness once established.

Canadian Hemlock makes a beautiful hedge, or even creeping Juniper makes a good ground cover also.

Vinca and English Ivy do great for me.
