How and were do you get the programs to make mods for games like Morrowind?

Many games you dont need to "get" anthything. The mods are all text files (in windows you can use NotePad or WordPad) and standard graphics formats (you can use the Paint program that came with windows).

If there are special programs for the modding, then it usually comes with the game (such as Morrowind).

Of course, if you ask in the games forums, you will often get a blast of suggestions from the mod-fanatics on fancier editors than NotePad, and fancier paint programs than just MS-Paint. But if you specifically ask they will often grudgingly admit that the old programs that came with windows can be used.
