when car cuts off it usually starts back up within 15 minutes also car will not go into neutral. Ignition switch has been changed but problem still occurs

There was a recall on the ignition switch for that year to replace the switch. typically when that happens the car will start back up. I know your post says that the ignition switch was replaced but I have seen subsequent failures on some cars after the recall was replaced. That really is the first thing that I would have checked. When the ignition switch fails the car just cuts out at random.

the ignition module in the distributor will also cause the car to cut out and not start. that problem is usually temperature related and the car restarts when it cools down. The ignition module cut out could be preceded with a misfire as though the car is bucking or with a feeling of losing power before the stall when the ignition switch just cuts out.

Other things to check are for a loose battery cable or loose connections in the ignition circuit.

the chances are its the ignition switch if the repair was done more than two years ago. if it was done recently, check the other items first.

I agree that it might have alot to do with the ignition system. A 91 Accord I had wouldn't start many times when it was parked in the summer sun with the windows rolled up for a while. I had to open the windows and let stuff cool down before it would start up. If I were to take another guess, I would say try looking at the fuel pump or fuel filter. The fuel pump because if it goes out, has a bad ground, the filter on the pump is clogged, it will not be giving fuel to your engine and therefore the engine will stall. If it is your fuel filter, it could just be very clogged and not letting enough fuel through to keep the engine fed and running. Just my opinions though...
