There are many dwarf type animals out there, pygmy goats, dwarf hampsters and so on and so forth.
However I believe you are talking more along the lines of genetic abnormalties rather than a species. If that is what you are talking about yes, it does happen. The problem is that due to their condition they never survive. Ever so often you will have a domestic animal born as such and due to the fact that it is in the care of humans it has a better chance. But in the wild they do not make it too long.
Mostly I have seen it in hoofstock. I remember once seeing a wildabeast born with a normal size body, his head was almost normal but all of his legs were at least half as long as they should have been. They also did not fully form corretly and it had problems walking. Of course it could not keep up and was killed quickly.

There are many animals that are smaller than other animals that are considered normal sized, however, true dwarfism is a genetic disorder that causes the limbs to be shorter while the head and body are normal sized along with other health problems that go along with it. Many animals are called dwarf but they aren't really dwarfs in the true sense of the word. While these may look like their bodies are normal sized and their limbs short, they don't have the health problems or genetic problems that dwarf humans have.

Cats protection league had a dwarf cat which stayed kitten size. Sadly it died at 2 years.

Yes - the corgi dog is an achondroplastic dwarf, short legs, full size trunk. They are bred like that
