F(x)=3x is an odd function of x .If you replace x with -x then

F(-x) = -3x = -F(x) which is the definition of an odd function

When x = any odd number, f(x) = 3x will be odd
When x = any even number, f(x) = 3x will be even

there is another logic,

if f(-x) = - f(x), then the function f(x) will be an Odd function

here, f(-x) = -3x = -f(x)
so, this is an Odd function [ans]

f(x)=3x
f(1)=3(1)
f(1)=3 [odd]

f(2)=3(2)
f(2)=6 [even]

depends on the type of x.
if x is odd, f(x) is odd.
if x is even, f(x) is even.
so answer is both

It CANNOT be even:
f(-x) = -3x ≠ f(x) = 3x
