That sounds like a swimbladder disease

Mate you need to Cycle your water no matter if its Tropical or Coldwater fishtank usually you have to leave up to a month with the filter working and added supplements to get a good biological buildup you do need bacteria in the water as this will keep the fishy's healthy 2 much Amonia, Nitrite and nitrate will kill your fish so to answer your question the fish is near death unfortunately

Doesnt sound healthy, DO a 50% water change ASAP. I have a feeling its not going to live long now, Probibly due to the fact that its been stunted, What size is that tank? How long have you had the goldfish(s).

he may have gas or tank is very dirty amonia levels very high if it has gas you need to buy shark oil pills and break 1 gel pill and drop 2 drops in the tank and that oil will make the gas go out the fish.itherwise you need to maintain your tank cleaner vacum your tank once a month replace 25%water and add moisturizer drops and amonia drops

Well, how do you know that there is no bacteria in the fish? Did you use a microscope?
