Simple clog. Step 1 for easiness is pour some shampoo in there as a wetting agent to try to dissolve what is in there blocking the outlet (waste and paper will dissolve if thoroughly wet by that shampoo). Step 2 if that doesn't do it is to get a plunger (toilet plunger NOT a sink plunger). Pump that up and down while there is a lot of water in there. That should push the obstruction down from the toilet into the wide drain pipe.
Those two actions will clear almost any problem. If not you need to get a toilet auger or a plumber. Auger is $20 and plumber is $80 (at least around here). So you can do a lot of easy attempts without spending anything and go for fancier only if they fail.

First, make sure the toilet is not stopped-up. You can use a plunger, but you may need a toilet auger. If you are sure the toilet is flowing, there are several other possibilities.
Does the toilet bowl fill up to its proper water level? If it doesn't, then the water to flush the toilet is used to fill the bowl. This reduces the power and the water may swirl.
Is the tank filling to the proper level? There is usually a mark inside the tank. Without enough water, then you are back to swirling.
A lot of toilets have a port hole located at the front of the exit hole. If your water is hard, this hole may have mineral buildup. This kills the flushing power. This can be cleaned out using a small screwdriver or pick.

Are you in a residence in the country and have a septic system, or do you live in an apartment? I have had the problem you mentioned before. I had to remove the toliet (buy a replacement wax ring), and take a power snake to clear the clog which was about 20 feet down the drain. It was in my septic system. I then replaced the wax seal on the toliet and fastened it to the floor. I would not use draino or bleach, they will compound the problem, and make the water dangerous to deal with if someone has to get in it. You can rent a power snake at most hardware places for about 30 - 40 bucks for 8 hours. Goodluck!

Could be a clog in the toilet trap or the main drainline. Try a plunger first. Next would be renting or buying a Closet Auger. These are made to clear the toilet trap. Using wire or a snake will scratch the coating on the bowl. The last thing would be to rent a sewer auger, remove the toilet and auger the main line out.

Go to a hardware store and buy a toilet plunger, pump it up and down, flush, pump up and down again, flush. If this does not work, you will need to call a plumber. Plunger pictures:

Plunger?? I'd try that first. And all plungers are not the same. I had to buy one that looks like a spring or accordion to get enough pressure to work in my low water flush model. If all else fails, call the plumber. A sluggish toilet is annoying.

It's not broken; it's clogged. Try a plunger. If that doesn't do the job, then go to a hardware store, like Home Depot, and get a plumbing snake which will let you get down into the line and clear the obstruction.

when my toilet got blocked and i was sick of shoving my hand down it i come up with a great idea. i went out to the garden and cut a couple of feet of my garden hosepipe and used it to push down the toilet and that did the trick.
sometimes if you use to much toilet paper it can swell up with the water and plugs up in the u bend.
so give the hosepipe a try before you think of calling a plumber cos it will cost you a fortune otherwise.

sounds like u clogged it. Get the thingy and breathe in and out calm down. Take off the top and look in there, and see if that works. If not unbolt it then see if that works. Then get the long wire thing and check with that. Don't call them because they will make you pay. See if you can find what else is wrong then fix that.

You either have an obstruction in the toilet/sewer line or if on a septic system, the tank may be full.
