You have 'particulates' in your water ... you'll need to move the fish out and change the water completely, and also change the 'filter' (the part that you are supposed to change every 2-4 weeks) and 'wash' everything using just 'plain hot water' ... put the tank back together, put new water and some 'dechlorinater' in, let it 'sit' for an hour, and then put the fish back in. You are probably causing this 'milkiness' yourself because you are OVERfeeding your fish ... try giving them only half as much food half as often ... your tank should stay 'crystal clear.' Another thing may be that you have 'fake plants' and not real plants ... I have two tanks, one a 45 gallon with real plants, one a 20 gallon with fake plants ... the 20 gallon is getting 'cloudy' so when I change them next week, I'll put real plants in ... and also stop 'overfeeding' those fish. Good luck ... aquariums are addicting, but it's really difficult to get one that is 'properly settled' and stays crystal clear all the time!

Sometimes its just air bubbles when the water first comes out of the tap - fill a glass and see if the water clarifies after a while. Also, you can get fairly cheap water testing kits at places like Home Depot, Lowes, Menards, that you can use to check the water. Until then, buy bottled drinking water.

Get a water purifier for your tap. That should make the water clear.
