Yes, the Anaheim Ducks submitted his name prior to the beginning of the playoffs. They also submitted the names of Richard Jackman, Kent Huskins, and Brad May, all who became automatic by playing against Ottawa (which Parros did not)
Beginning in 1995, all teams have to send a list in to NHL offices listing any personnel they want listed on the cup in addition to those players who qualified.
Note: All players who don't qualify but get their name on the Cup can think Ed Olczyk and Mike Hartmann (the exception is known as the Olczyk/Hartmann rule)

Anyone with a mustache like George Parros should be on the Stanley Cup regardless of if he played on a Stanley Cup team or not.
*disclaimer: This answer is in pure humor, I am not serious nor affiliated with George Parros' mustache in anyway. Drink Ovaltine

Yes, George Parros' name will be on the Cup. In order to have your name on the Cup you have to either play 41 (half) of the regular season games or at least one of the finals games... George Parros did neither but, the owners requested his name be put on the Cup and it was approved, so his name will be there.

Was he part of the Stanley Cup Champions? IF so, then he should be listed. But I don't know the exact requirements.

Yes.
In order to have your name automatically on the Stanley Cup you need to do one of the following
1. be on the roster on the last day of the season and have played 40 regular season games
2. be on the playoff roster and played at least 2 playoff games and ONE in the Stanley Cup final.
Parros doesn't qualify in either case, so it would be up to the Anaheim Ducks to submit his name, and I think they would.
