I live in rhode island,Cant you go with parents consent?

Depends on where you live. It also depends on your sex. The legal age of consent differs throughout the US, and between males and females. For example, in Delaware, a 16 y/o female and an 18 y/o male can do as they please, but a 16 y/o male and an 18 y/o female is against the law.

You can with parents consent. But there is laws about this kinda thing that differ buy state i would check them first. In addition you may want to refrain from any touching at all could be used later to charge you with sexual harassment or statutory rape. I would just meet at the mall with that person and friends and call it good.

It depends where you go and who has the bigger mouth! If you go outside of the US oceanic limits then you are under international law at sea, there the Captain of the vessel is the law, and it depends who says what to who about whom!

yes you can but don't have sex with him until you're 18- you could get him in a lot of trouble and if the two of you care enough about one another you can wait

Yes you can. However, depending on the state you live in, you may not be able to have sex with them. (I don't advise doing so even if it is legal.)
