yes it does. When you turn the a/c on you will hear the engine bog down a little that means your engine is using more fuel to keep running. If you ever seen Mythbusters on the discovery channel, they tested it. they had two exactly the same cars and then they both put the same amount of fuel in them and then went around a track at 65 miles an hour one with the a/c on and one with the windows down. the one with the a/c on ran out of gas about 10 miles before the other one.

Do you have a tachometer? Try this, start your car w/ a/c off. take note of rpms. Now turn a/c on. Notice rpms go up? you are burning more gas.

No there is more drag with the windows down,it's a myth,run the a/c.Also you're supposed to or the compresser will start leakink.
