Yesterday my internet was 464kbps and today its only 264kbps. is this normal?

Yes, this is normal. Your connection speed is determined by factors such as how many people are attempting access at a particular time, if others on your home network are also connecting to the Internet, and how far away a certain website it located. The farther the website the longer it takes to connect which makes the connection slower in responding.

You can go to any of a dozen websites which do speed tests. Just put in dsl speed tests into your browser and click on the ones which interest you the most. I know one is dsl speed something or another and it is very good. I just can't remember off the top of my head the full URL. When you do your search I am sure that one will come up if you put dsl speed test into your browser. There you can do tests which connect you to various locations far and near and gives a good idea of overall speed. Your ISP should have a speed test on their homepage too. Often your ISPs test is far more accurate than others.

Yes ,especially if you are on cable because cable uses nodes that are for example 24 people sharing the same bandwidth--the more that are on the slower you go. Only time you get that on DSL is if your ISP is a small one with limited bandwidth and not enough T1 lines to handle their customers or are using copper switches instead of fibre-optic.

The simple answer to that is: Yes.

The servers have multiple connections, someone could be downloading alot or uploading, causing your connection to slow down abit.

Congestion.
