A local business has an inflatable animal mascot infront of their store. Im wondering if it is illegal to offer a reward for a picture of video of the mascot being vandalized/kidnapped.

Why would you think it is illegal? Are you the one they will see in the film? This is the the businesses prerogative to use any legal means (including video) to catch the perpetrator.
