I would like to hear some advise on this issue. My company do not pay cpf to employees before their confirmation. Is this acceptable by the CPF law? If not, how should I report it?

Unpaid CPF falls under the purview of the CPF Act and you should complain to the CPF Board. The CPF Act can be accessed at the link. Click on the alphabet C and scroll down.
