What makes people decide to stop waving at each other. For example, I have a neighbor that always used to wave when he drove or walked by my house. Now he has stopped, and doesn't wave back to me. He acts like we have never met. Why?

Try talking to him, friendly conversation.
Maybe he is distracted with personal issues,
Any number of reason, none of which you should take personally, unless it is HIM that is not waving with all five fingers...:)
