You are going during a time that is known to be slower than usual and probably will not need speed passes. You can always purchase them after you arrive.

I would say NO, that time of the year is slower anyways, I don't think it is worth the money for the speed passes, I go to Universal every year during Easter which is one of the most busiest times of the year and we never buy the speed passes and still the lines are not that bad plenty of time in a day to ride everything, so I would suggest you save the money and spend it shopping instead !

I believe that the three weeks leading up to Christmas vacation are some of the deadest in the parks.
You can buy the speed passes at either park. I know for sure that you can buy them in the Nick cartoon store at the exit to the Jimmy Neutron ride. So you don't have to buy them in advance. Wait until you get to the park and see what the crowds are like.
I have to say, from my experience, Universal pulls heavily from the express pass lines. So lets say 100 people are in the standby line and 100 people are in the Express Pass line. It's likely that they will empty the Express Pass line first and then if there is room pull from the standby line. So, maybe 5 of those standby peole will get in.
I've used it in the past and it was worth it.

Yes, it's best to get the express passes because it cuts your time in half and it's way faster to get on rides.
It gets pretty crowded.
You could get cheaper Express passes on Universal's website. There are certain dates posted for it but you should be able to get it cheaper than the usual price which is $50.

IF YOU DONT WANT TO MAKE LINES YOU NEED IT BUT REMMEBER THE EXPRESS PASS YOU HAVE TO PAID FOR IT AT UNIVERSAL IN DISNEY IS FOR FREE.

go to universal.com and or frommers.com and ask about what they think (whether the park will be super busy) my guess is YES it would.
