It's something about a tape measure, but I don't really know.

Go to nearest department store/Men's Wearhouse type place and have them do it. If you must do it yourself, which is not recommended, measure around the chest, whatever number you get, in inches, is going to be close to what you need. Arm length should be measured from the neck, over the shoulder, and down to the end of the wrist, beginning of the hand--I don't know what "short" is, but "long" usually entails men with arms longer than 33".
