Yes, and she asked the terrorists not to attack until after the elections (in a round about sort of way.) So it would appear that the terrorists know that the Republicans are better at protecting the country too.
What I cannot understand is that there are actually people that are stupid enough to vote for her.

The Republicans are better at using fear to maintain power (for example, the red light, green light, orange light security alert business). Whenever people are made to be afraid, they tend to find more comfort in the evil that they know as apposed to the new evil they don't. Hilliary understands this concept. If the Republicans are smart, they'll orchestrate another attack, play with the security alert, or try to tie Iran to Al Qaeda before election day.

If it happens, and I were her, I would replay the line from Cheney ad infinitum: "The danger is if you choose wrong, we'll get hit again."
Her point, and it is a good one, is that Republicans can turn tragedy into political gain better than Dems can. Dems would be too busy trying to fix the problem to worry about fear-mongering for votes.
Think about it: if Bush had allowed the military to capture or kill Osama bin Laden when he was surrounded in Tora Bora, would he have won in 2004? Where would the wolf in the woods be coming from then? What would be the point of war in Iraq?

Outside the fact that there are plenty of conservatives who'd just love to keep a war scare on til they'd gutted the constitution to suit their needs, there's no way she'd say anything to even imply that Republicans are better at anything outside bullying and frightening the electorate.
