a captain is usually chosen, not for his skills, but as a man who can get the troops going, full of heart and soul, and not always points. they have usually been with the team a long time, and are loved by the fans.
there are always some exceptions to this, such as the islanders naming guerin captain. having never played captain before (except filling in for someone injured) he has virtually no experiance. i guess he got the "c" because he leads by example, but still, wouldn't you make a long time islander a captain?
of course, guering could turn out to be the best man to ever wear the "c".
my question to you is, would you take the chance of making a new player a captain?

Generally speaking i would not make a new player captain. It takes the respect of his team mates which takes time- it doesn't just happen as soon as he signs the contract. It also takes the respect of the coaches on that team (which is probably reason numero uno why Yashin was such a bad choice).
Now with the Islanders- Guerin is a huge improvement over Yashin- no one will argue that. BUT is he the best choice from among the current roster? That i don't know being a fan of the Orange & Black (GO FLYERS!!), but i think they might have a few other candidates who have at least spent a year on the Island- Mike Sillinger or Brendan Witt?

No I wouldnt, Because first of all, how do u know that hes going to lead a bunch of people he never met? There Might Be Better Players that Can lead!!!
Now im not saying its a bad idea but its a risk! For Example If Jagr Goes To Toronto, U Dont Take Sundin out even though hes not much of a leader, u give the new player a year or so and see how he gets a long with the team and if his teammates look up to him! Then u give him the oppertunity to captain if your captian isnt doing much!
Now in that Bill Guerin Situation, I Agree Because they lost their captain and he was a piece of Shi*t! and they know that guerin is a guy that is good every where!

Would I make a new player captain? No.
It seems every team has a different idea of what exactly qualifies a guy to be a captain. Some will tell you he has to show leadership in the dressing room. The next coach will tell you he doesn't want a ra-ra kinda guy, he wants somebody to lead by example. Then the next guy will tell you all the captain has to do is bridge the players to management and coaching staff.
Some teams appoint a captain and some let the players vote.
Some free agents take the issue into consideration during contract negotiations.
Confused yet?

Sidney Crosby was the youngest player to be named a captain in NHL history and I think he did a good job leading the Penguins even though he was only 19 years old. I think it was a little easier for him to be accepted because Mario was loved by the players and the fans so when Mario "passed the torch" to Crosby everyone accepted him in his new role with little question. Personally, I wouldn't do it though...I would want him to first earn the respect of his team mates on his own.

Definitely.
In the past, teams have made the signing/trading for a captain a priority. 27 times in all.
Anaheim signed Scott Niedermayer for the sole purpose of being a captain, simply because he had the reputation around the league as a leader.
Scott Mellanby was brought to Atlanta spoecifically to be the captain.
Calgary signed Bob Boughner strictly for his leadership skills and named him as co-captain
Brendan Shanahan, with no captain experience was signed by Hartford with the intent of being the captain
Chicago signed Martin Lapointe to be captain, they signed Doug Gilmour to be captain, Terry Ruskowski was made captain his first day in Chicago
Columbus made Adam Foote captain right away
Dallas took Paul Shmyr in the 1979 expansion draft to be their captain. In 1970 they signed Ted Harris away from Montreal to be their captain.
Detroit obtained Ted Green from Minnesota and instantly named him captain. In 1975 Detroit signed Terry Harper with the intention of naming him captain.
Montreal named Pierre Turgeon captain the day he arrived off the plane
Lanny McDonald was named captain of Kansas City/Colorado/New Jersey the day he arrived
The Islanders made Trevor Linden the captain the minute he arrived. The Islanders also signed Mike Peca with the purpose of naming him captain.
Twice, the New York Rangers have obtained Mark Messier and named him an instant captain. Phil Esposito was an instant Ranger captain upon his trade from Boston
Winnipeg made Troy Murray captain the day he joined the team.
Pittsburgh obtained Orest Kindrachuk with the intent of making him captain
St. Louis signed Scott Stevens with the intent of making him captain.
San Jose obtained Bob Errey with the intent of making him captain. Todd Gill was made an instant captain (this one makes me laugh)
Tampa Bay made Mikael Renberg captain the minute they obtained him.
Toronto made Robber Ramage captain the minute he became a Maple Leaf
Vancouver made Mark Messier the captain the minute he signed
Washington made Rod Langway an instant captain.
Note: Dave Andreychuk's first year in Tampa was 2001-02, Tampa did not file any official captain's with the league that year.

A Player qualified for Captaincy is not a player who scores a lot of goals, has the best dekes, or is the fastest, its the player who shows the most leadership.
Some teams do however choose the player that scores a lot of points. But there are the teams who choose players who just show the most leadership on, and off the ice.
ADD: oh haha didnt your the details to your question xD

it can work as long as the players on the team respect him. if not for sakic im sure ryan smyth would be colorados captain. guerin may be a new player to the team, but there is no denying what he brings to the table. should do fine. remember the islanders had alexi yashin as captain for awhile, this is a definate step up

Depends on the player. The Captain's JOB is to talk to the ref and try to get the call to go your team's way. Yeah firing up the team/leading by example is NICE but not job one. If I think they are the best at talking to the ref then yeah they are my captain.

As a rule, no. But if the person had extensive demonstrated leadership capability with another organization, and ours was lacking in that department, yes. Just like a company bringing in a new CEO when internal talent is not up to the task.
