...actually, you are probably referring to Vance Colvig, Jr.

...I actually remember watching him on T.V., in reruns, when I was very young, living in Los Angeles; he used to be one of the actors who did the early 'Bozo the Clown' T.V. show...

...here's a list of his work!!! He apparently has had a preponderance for playing a wino, bum or old man living on the streets...
