In the days when the instrument package was large, a parachute was attached to bring the load safely down. These days with modern electronics, radiosondes are small and the burst balloon and the radar target provide a sufficient parachute.

It depends on how full the balloon is. The fuller the balloon, the more outward pressure from the inside, and and higher it goes, it will have less outward pressure, making the inside expand very rapidly, making the balloon pop. if a balloon were not filled so much, there would be less outward pressure, making the balloon needing to go higher before the outside pressure is less than the inside.

Depending on the weather, the balloon, and a number of other things, it very well may not pop at all.

For instance, weather balloons are designed not to pop as they rise, because dropping the instruments would be Very Bad.

Your average helium-filled rubber balloon will quite likely leak enough of its helium to start sinking again before it has had a chance to rise high enough for it tuo burst due to pressure differentials.

as long as it can take the pressure change of the upper atmosphere... the upper atmospheric pressure decreases but inner air pressure in the balloon doesnt decrease so inner air pushes out on the balloon wall causing it to pop at some point of time//////// thanks

when its high, the presure outside decrease while the inner doesn't, so the bloon get larger because the air inside "push harder". but the bloon cant get to much larger, beacouse the ballon flexiblility isn't infinite so it will blow. the high depend in the kind ot the ballon.
