in the rule in scientific notation u need to only have one or single digit before the decimal point so you will need to move the decimal point until it reach the first number.... if you move to the right the exponent of 10 will decrease but if it is to the left the exponent of 10 will increase
for example: 51300000000
move the decimal places to the left between 5 and 1 and count the number of times u move to the left and that will be the exponent of 10
therefore the answer there is 5.13 x10^10
.... on your problem u will need to move up to 4 and count the number of places or times you move the point
