My boss is retiring, and I have purchased these gifts on behalf of our department. He is a fisherman, retiring to live next to the beach - and he drinks red wine:

A variety of sea salts in a nice cabinet

They sound like great gifts for your boss! You really seem to know him, and, really thought about what to get him! They seem like great presents and your boss will be thrilled to receive them, he will know that you and your department really know about him, and he will feel really happy to receive those gifts!

Your gifts are thoughtful. Wine drinkers are sometimes very picky when it comes to the type of wine they select. There are so many types of wine. It might be a better idea to return the wine and get a gift certificate from the winery or store where you bought it. But again, it's the thought that really counts and I think you're right on in that regard

If he likes fishing he probably does not like horseshoes. The salts seem a littles femminine.

I would get him a couple of fishing rods and some lures.

dump the flashlight, get a weather band radio. Everything else seems great. Maybe a gift certificate to a local vineyard around there?

is he retiring, or gay? get him some fishing/boating gear. I guarantee everything but the wine and the horseshoes goes in the yard sale...

maybe replacing the throw & sea salt with a tackle box and fishin supplies would do nice...everything else sounds good
