Skype is a phone carrier that uses the public internet for transport. Like all similar carriers, they require the public internet and all related interconnections to function openly and freely for the call to be transported. Even with such open and free access, the public internet is not designed for voice traffic because the internet is not designed to provide Quality of Service (QoS) functionality which is critical for decent voice quality. Any situation where packet congestion, packet loss, or irregular packet transfer rate (jitter) occurs (and all such are common on the internet) QoS is affected. This typical QoS issue is sufficient to relegate ALL carriers who use the internet for transport as undependable.

Many ISPs are becoming more and more reluctant to encourage voice transport over their network for many reasons including unjustified criticism for voice problems when the public internet is not designed for VoIP.

I am continually amazed that the voice carriers who use the public internet blame QoS on the ISP when in fact the voice carriers should state that they are misrepresenting themselves by claiming that voice can be dependably transported over the public internet.

Because of the unjustified ISP criticism, some ISPs are now blocking or deleting packets that are marked for voice priority. Previously they either ignored the priority marking (as they really cannot provide priority over the internet anyway) or they removed the marking. Now some are blocking or deleting them altoghether and not even sending them. This means that the voice packets are not carried and therefore the call transport is eliminated.

Other ISPs offer their own managed voice transport in which they provide voice priority packet priority on their network - and they do not want competition to have a free ride. They therefore block the other packets marked for voice priority to prevent them from having free ride.

This kills the ability to provide voice packet transport - killing the carrier's ability to perform. Because one such carrier is Skype, some call this a skype killer; it could easily be called vonnage killer, lingo killer etc.
