Whatever the cause, he should seek prompt medical attention.
If it is gross blood and not blood tinged urine, a likely cause would be bleeding from a ruptured blood vessel in the prostate. Injury to the urethra by a stone is not very common. An infection is almost always accompanied by pain.
Urine heavily tinged with blood could be caused by stone or tumor in the bladder, ureter or kidney.

I had this happen once as a teenager after getting kicked in the groin during wrestling. I went to the ER and as it turned out I had ruptured a testicle. Nothing serious. I don't remember now what they did to treat me at the time. I still have some pain in that testicle from time to time. With that said... I would hope that your father go to the doctor or an emergency room and get checked. Bleeding from the penis simply isn't a normal thing and an indication that something isn't right.

I'd say it's either one of three things. It's either a urinary tract infection, a bladder infection, or kidney stones.
Since you don't mention any pain involved, that, to me, would eliminate the kidney stones.
He should see a doctor and get a prescription for amoxicilline or some other anitbiotic.
