I'm reading an article about HIPAA laws for an assignment at school, and this article states that the Bush Administration organized the group that would eventually create HIPAA. I thought that Pres. Clinton was Pres. in the 1990's. Would this article be referring to Bush Sr.?

The first George Bush served as President from January 1989 to January 1993. Bill Clinton served as president from January 1993 to January 2001. So in terms of your assignment, the answer would be Bush Sr.

Bush Sr. was President from 1988 - 1992. Clinton was President from 1992 - 2000.
