Suppose that at a given time of the day, in a city with a population of 1 million, 1% of the people are on the phone. What is the total bit rate generated by all these people if each voice call is encoded using PCM? What is the total bit rate if all of the telephones are replaced by H.261 videoconferencing terminals?

You need to do your own homework.

If you are in such a class you should be able to calculate this as it is straight forward. If you cannot calculate it you are in the wrong class and need to meet the prerequesite for the class.

If this is not a homework problem you need a technical person to do the engineering. They charge for this but I am not willing to give you an answer because you have only given me part of the story and any answer I give is incomplete.
