Laylat qader,
its during ramadan, any day during the last week of it.
No one knows exactly the day when it is, but praying on that day is really good. the whole time period of the days it could be in is also Holy.
That is the day Gabriel first revealed the Quran to Sayedna Muhammad (pbuh)
EDiT:
i heard it could be mostly likely on an odd numbered day, if i am right?? i am not sure..

If I remember correctly "laylet el 2adr" is when the Quran was revealed to the prophet Mohammad.
I have no idea when this day comes...but yes, they say prayers are more effective on that day...I know my brother was born on "laylet el 2adr" on October 12th, 1974...so if you are a good mathematician you can calculate and know when the day will be this year (the muslims use the lunar calender and we use the solar calender)
We, Christians, have a night like that..."laylet el ghtass" it's on midnight 6-7 January of every year...we light candles outside and they say that the trees bend down and stuff...and prayers count more on this day

it is during ramadan and people say it's actully and the last 10 days and more people say it's in the last 5 days and some people say it's the 27th of ramadan but most likely it's a single day on of the last nights i mean by single day either(21,23,25,27 or 29) why it is more effective because the Quran said so actully there is a hall soura about this night
and please don't forget to pray for me for giving you those usefull information :)

You should ask this in the Egyptian section, they know more !!!
All i know is that they pray all night, and read qur`an, and some say that "someone" visited them on this very night,
I have heard many stories, don't know if its true, anyways, ask in the Egyptian section
