Is it true that in New York State the government or soemthing is trying to make it so your not allowed to smoke in your own car with kids under the age of 14?

Actually from what i heard on the news, if anyone is caught smoking in a car with anyone under 18, its a massive fine... 3 strikes then you goto jail i think. Which means no 17 year old friends in your car while smoking. its a ridiculous rule.
